A $1,000 signature bond was set during Monday’s court appearance.
A criminal complaint against said Koch-Miller was living with her mother, her newborn and 2-year-old son in the home with deplorable conditions. Medical reports said the toddler was underweight, covered with bug bites, had a bruised eye and spiders in his hair. The complaint stated the baby had a respiratory illness, but otherwise seemed to be OK.
Sheriff's deputies and human services workers who went to the house say they found animal feces and urine, rotting food, maggots in the refrigerator and clogged toilets. The complaint said clutter throughout the home prevented authorities from opening doors.
Officials said they also found standing water and mold in the basement.
The 2-year-old boy weighed 20 pounds when he was removed from the home. The 2-month-old girl is said the be growing more normally than her brother, but doctors are conducting tests because they are concerned that the children may have worms.
The children were removed and placed in foster care.
Kock-Miller's mother, Better Koch-Miller, told authorities she cared for the children and felt they were healthy and not in danger. She also said the house had been clean until the previous two weeks.
A detective said he believed it took more than two weeks to accumulate the number of belongings inside the home.
The investigation started when the father of the infant girl contacted law enforcement and expressed concern for her health. At the time, the father of the girl was incarcerated in the Dodge County Jail.
If found guilty, Koch-Miller faces up to six years in prison.
